He never intervenes:
- in a conflict between private individuals (between neighbours, with a shopkeeper, in a divorce or custody case, etc)

- with a judge to guide or contest his/her decision
- in a dispute between a currently employed public official and the government department that employs or used to employ him/her

- in a dispute with a foreign government, although he may pass the case on to the mediator in the country concerned
