Delegates are collaborators who represent the Mediator at the local level.
They conduct their delegate activity to volunteer. The 338 points, as much poles relay of information and conciliation.

Delegates are volunteers who undertake to keep a permanence open to the public at least two half-days per week. Former officials, retired business executives or young PhDs, they all have a good legal education or an experience in the public sector. They are appointed by decision of the Mediator for a period of one year renewable. Delegates receive citizens directly in nearness structures where they inform, guide, seek to resolve the problem locally. In more complex cases, they help build up the case that they transmit to the Mediator.
The activity of delegates is multidimensional:
• They play a mediating role of proximity,
• They help humanize the extent of the law,
• They participate in the evolution of administrative practices by their critical comments.
To listen, resolve disputes and inform citizens confused by the complexity of administrative circuits
52% of cases handled by the delegates are requests for information and referral made by a population exceeded by the complexity of texts and administrative organization, form of formidable dysfunction for the most vulnerable and the least well informed citizens.
